Pradhan Mantri Awas Yojana — Gramin
Provides financial assistance to rural households living in kutcha (temporary) housing to build pucca (permanent) houses with basic amenities.
What it does
PMAY-G replaced the Indira Awaas Yojana. Beneficiaries receive Rs 1.20 lakh (plains) or Rs 1.30 lakh (hilly/difficult areas) for house construction, plus Rs 12,000 for toilet construction under Swachh Bharat Mission, and 90–95 days of unskilled labour under MNREGA. Payment is made in tranches directly to the beneficiary's bank account linked to construction milestones verified via a mobile app (AwaasApp).
Who it covers
Homeless households and those living in zero, one, or two-room kutcha-walled and kutcha-roofed houses, prioritised from SECC 2011 data. SC/ST, minorities, ex-servicemen, widows, and disabled persons get priority.
Funding
60:40 Centre-State ratio (90:10 for NE and hilly states). Annual central outlay is approximately Rs 20,000–25,000 crore.
Scale
Target of 29.5 million houses under the scheme's extended phase. Over 26 million houses completed by early 2024.
Criticism and debate
SECC 2011 beneficiary lists are outdated and miss genuinely poor households formed after 2011. The unit cost has been criticised as insufficient for building a quality house, especially in states with high material costs. Construction quality is variable. In some states, political influence over beneficiary lists has been reported.
