Article 153 — Article 153 — Governors of States

There shall be a Governor for each State: Provided that nothing in this article shall prevent the appointment of the same person as Governor for two or more States.

The framers debated whether to have elected governors (as in the United States) or appointed ones (as in the Westminster dominion model). Ambedkar argued that elected governors would create a second power centre competing with elected state governments, leading to conflict. The Governor was made a presidential appointee on the advice of the Central government, modelled on the colonial Governor of a province.
